Farnborough Airport have submitted a New Planning Application

Farnborough Airport has submitted a new planning application to Rushmoor Borough Council. The Application can be found on Rushmoor Borough Council’s planning portal under reference 25/00615/REV.

The Airport have advised the following on this new application:
"As a reminder, this Application proposes to retain the Airport's existing annual limit of 50,000 flights and instead seeks to amend the existing non-weekday flight limit from 8,900 to 13,500 per annum. Our Application also seeks to amend the number of heavier aircraft allowed on non-weekdays, with an increase from the existing limit of 270 to 405 flights, which is consistent with the proposed uplift of non-weekday flights.
These amendments will align our non-weekday restrictions with the Airport’s actual operational profile, which has consistently seen around 27% of flights occur on non weekdays since 2016. This will allow us to meet the forecast demand for flights over the medium term.
Additionally, this Application proposes a relatively minor amendment such that those aircraft which weigh between 50-55 tonnes and can satisfy the most stringent noise standard will no longer be included in the Airport’s restricted weight category quotas. The Application does not seek any amendments to the existing operating hours.
Our consultation on this Application ran from 22 September to 22 October 2025 and was hosted on our website, www.farnboroughairport2040.com. We also hosted two webinars where attendees could find out more about our proposals and ask questions of the project team, as well as providing hard copies of consultation materials upon request.
Community and stakeholder feedback on our proposals came in from feedback forms, emails, and responses to an online survey via the dedicated website. Across the consultation, a total of 4,480 users visited the consultation website, and a total of 354 feedback form submissions were made.
All comments received as part of this consultation have been reviewed by the project team. Compared to the application consulted on in 2023, feedback - particularly feedback with the scope to influence proposals - was limited. Nevertheless, we have made a number of changes to this Application following community consultation. Notably, these changes include:
• Increasing the area covered by the Social Value Fund to consider locations where properties are demonstrably and frequently impacted by aircraft flying below 4,000 feet.
• Undertaking a review of air quality monitoring to ensure it provides the robust, representative data needed to guide future environmental management and reporting.
• Committing to develop a Local Procurement Strategy to ensure there is visibility of where our spending delivers measurable value to local businesses and communities.
